AL Circle: Can you briefly summarise the GALTCO Colombia project and its significance to Colombia's sustainable development goals?

Andrés Rojas: Colombia is a country that has historically been highly dependent on its exports of oil, coal, and agricultural products, necessitating the implementation of economic diversification programs. Over the years, it has managed to develop a highly green electrical matrix of renewable energies, primarily based on hydraulic energy, and is now expanding into solar and wind energy. These two realities and the growing global demand for low-carbon footprint products prompted us to evaluate the feasibility of establishing a primary aluminium production project in Colombia. The results obtained are so significant that their presentation has garnered the full commitment of Colombian government institutions and national businesses to make it a reality and sparked interest from various international stakeholders. Undoubtedly, the construction of a company like GALTCO will be one of the most important chapters in Colombia's industrial history, making a substantial contribution to the sustainable development goals of this Caribbean country. Known worldwide for its excellent coffee, rich natural diversity, renowned artists, and famous cyclists, Colombia will now also be recognised as a key player in the aluminium industry.

AL Circle: What are the primary objectives of the GALTCO project, and how does it plan to achieve them?

Andrés Rojas: GALTCO, the first aluminium smelter in Colombia, will spearhead economic diversification and reindustrialization efforts in the country. We are collaborating with leading technology partners and have secured the unwavering support of the Colombian Government at both the national and regional levels. To underscore this commitment, we will sign a Memorandum of Understanding (MoU) on January 29th with the Government of the Department of Sucre (where GALTCO will be located), EDF, and our company.

AL Circle: How does GALTCO aim to balance social responsibility, environmental stewardship, and economic development?

Andrés Rojas: GALTCO is committed to social responsibility and economic development through a comprehensive Corporate Social Responsibility program. Furthermore, our financial institutions have mandated a Social and Economic Impact Study for the BFS/FEL03 financing process.

GALTCO will leverage an optimized energy mix, resulting in a remarkably low carbon footprint of just 5 tons of CO2 per ton of aluminium produced. Recognizing the unique environmental and ecological significance of Santiago de Tolú, a region renowned for its breathtaking natural beauty and rich biodiversity, GALTCO incorporates cutting-edge environmental protection systems into its design. This approach aligns with the region's high tourism interest and rigorous ecosystem protection programs.

AL Circle: Why was Tolú chosen as the location for this project, and what advantages does it offer for industrial development?

Andrés Rojas: The GALTCO site selection was based on a rigorous Macrolocation Study that evaluated key factors, including: 

  • Port infrastructure: Ensuring efficient logistics for raw materials and finished products.
  • Grid connectivity: Facilitating reliable access to the national electricity grid.
  • Solar potential: Maximising the utilisation of solar energy within the company's energy mix.

Furthermore, the proximity to ECOPETROL's industrial facility in Coveñas offers potential synergies and logistical advantages. The region's strategic location within a triangle formed by Sincelejo, Montería, and Cartagena provides access to a skilled workforce and a robust service sector. Additionally, the development of a modern airport capable of accommodating A320 aircraft and offering commercial flight frequencies enhances accessibility and supports regional development.

AL Circle: How will the existing port and infrastructure in Tolú support the project's operations?

Andrés Rojas: The existing port and infrastructure in Tolú were crucial factors in our Macro-localization study. Currently owned by the private company COMPAS, the port has the capacity to handle approximately two and a half million tons of goods per year. Among the advantages of the port and Tolú, we highlight the port's operational draft of 14 meters, which facilitates the entry of ships up to 60,000 tons. The Gulf of Morrosquillo is free from sedimentary deposits, ensuring a clean draft that is maintained throughout the year without the need for dredging. Additionally, its location just a day's sail from the Panama Canal, provides easy access to both the east and west coasts of the Americas.

AL Circle: Could you explain the role of the dedicated Photovoltaic Solar Farm in powering the complex?

Andrés Rojas: The Tolú Sucre region boasts excellent solar radiation, enabling the generation of 100% clean electricity. This, combined with the Colombian National Interconnected System (STN), which primarily relies on renewable sources (predominantly hydroelectricity), creates an energy mix with an exceptionally low carbon footprint. This approach positions our aluminium production among the world's leaders in sustainability, achieving a carbon footprint of only 5 t CO2 per ton of aluminium. To realize this vision, the French company Electricite de France (EDF), renowned for its expertise in energy for industrialization, will construct the photovoltaic park. This park will be directly connected to GALTCO.

AL Circle: What economic benefits will the GALTCO project bring to the region and Colombia?

Andrés Rojas: As previously mentioned, Colombia primarily exports oil, coal, and agricultural products. Therefore, the establishment of a company like GALTCO represents an industrial milestone for the country. Additionally, the availability of locally produced aluminium will undoubtedly encourage the development of downstream industries. It is worth noting that Colombia is one of the most significant economies in Latin America. According to the World Bank, Colombia is projected to be the third fastest-growing economy in the region by 2025. Furthermore, Colombia's proximity to major markets such as the United States offers logistical advantages and access to a broad market. The growing middle class in Colombia also drives a robust internal market, providing ample business opportunities.

AL Circle: How will the project contribute to job creation and the development of skilled labour in the region?

Andrés Rojas: At employment levels between the construction phase and the operation phase, it is estimated that around 15,000 jobs will be created.

AL Circle: How do you see this project redefining Colombia's role in the global aluminium industry?

Andrés Rojas: Historically, Colombia has been a net importer of primary aluminium, primarily for use by domestic companies manufacturing auto parts, cables, and profiles. However, the availability of locally produced aluminium through GALTCO will fundamentally alter this dynamic. Not only will Colombia transition from an importer to an exporter of primary aluminium, but it will also be strategically positioned to expand downstream industries. The exceptionally low carbon footprint of our aluminium will provide a significant competitive advantage in the global market for finished aluminium products.

Additionally, Colombia's strategic location offers a unique opportunity to enter the U.S. market. By leveraging the nearshoring policy and the Free Trade Agreement between the two countries, Colombia can capitalize on its geographical advantage to strengthen economic ties and expand its market reach.
