China is facing multiple duties on its aluminium exports from various countries. After facing a hefty tariff of 45 per cent from the United States, China is now targeted with a provisional anti-dumping duty ranging from USD 619 to USD 873 per tonne from India.
The news came on Monday, March 17, when India's Ministry of Finance revealed the duties on Chinese aluminium foil imports. According to the gazette notification, the duty will apply to aluminium foils of up to 80 microns, excluding foils under 5.5 microns used for non-capacitor applications.
India declared the duty after preliminary findings of the Directorate General of Trade Remedies (DGTR), which indicated an injury to the domestic industry due to the excessive imports of Chinese aluminium foils.
According to world trade data, India imported 140,234 tonnes of aluminium foil from China through the first eleven months of 2024, compared to 121,272 tonnes of imports during the corresponding period of the previous year. That reflected a Y-o-Y increase of 15.64 per cent in 2024, following a growth rate of 20.74 per cent in the earlier year. As per the available data, India's aluminium foil imports from China have been increasing consistently since 2021. And now, after the US tariffs, domestic aluminium producers fear that more Chinese products will make their way.
DGTR found multiple Chinese companies exporting aluminium foils to India at a below-average price, resulting in dumping. The list includes Henan Mingtai Technology Development Co. Ltd., Henan Mingsheng New Material Technology Co. Ltd., Sunho New Materials Technology Co. Ltd., Shanghai Sunho Aluminium Foil Co. Ltd., Jiangsu Dingsheng New Materials Joint-Stock Co. Ltd., Inner Mongolia Lian Shen New Energy Co. Ltd., and Hangzhou Five Star Aluminium Co. Ltd.
In August 2024, the Directorate General of Trade Remedies first appealed for the duty after observing the domestic market flooded with Chinese aluminium foils. The duty recommendation followed an inquiry request from Hindalco, Shyam Steel & Power Ltd., Venkateshwara Electrocast Pvt. Ltd., and Ravi Raj Foils Ltd.
